Changes the duration of a track segment.
Parameter movieRef is the reference to the movie instance. The movie reference must have been previously obtained with a call to QM_NewMovieFromFile.
Parameter trackID is the ID of the track.
Parameters segStart and oldSegDuration specify the starting point and initial duration of the track segment. Both must be expressed in the movie's time scale.
Parameter newSegDuration is the new duration of the specified track segment. It must be expressed in the movie's time scale.
